**Check the EPA engine family, not the brochure.** For the US, a new diesel telehandler clears customs on the strength of its engine certification. Every compliant engine carries an EPA engine family name on its emissions label, tied to the engine maker: Kubota, Cummins, FPT, Yanmar. Ask the factory for the engine brand, model and family name in writing, then confirm the family with the engine manufacturer or against the EPA’s published certification data for nonroad compression-ignition engines. The engine must be covered by a valid Certificate of Conformity, the label on the block must match it, and the shipment is declared on EPA Form 3520-21. A quote that says “Tier 4” with no engine brand attached is a red flag, and “Tier 4” without “Final” usually is too.
**Read the CE Declaration of Conformity line by line.** CE marking for most telehandlers is a manufacturer self-declaration, which is exactly why the paperwork matters more than the logo. A valid DoC identifies the machine as the Machinery Directive 2006/42/EC requires: model or type, function, and serial number as applicable, and it should reference the current product standard for variable-reach trucks, EN 1459-1:2025, with EN 1459-4 and EN 1459-5 covering suspended-load use and attachment interfaces where your configuration needs them. From 20 January 2027, machines placed on the EU market fall under the Machinery Regulation (EU) 2023/1230 instead, so ask any supplier how they are preparing for that transition. A one-page “CE certificate” from an unnamed laboratory that cites no standards is decoration, not compliance.
**Audit the factory, remotely.** The business licence is one evidence point: check that its registered scope includes manufacturing rather than trading only, and look at the export record. But paper scope does not prove a production line, so the stronger test is a live video call. Ask for one continuous shot, no cuts: from the company sign at the gate, through the welding bays, along the assembly line, to the nameplate of a machine in build. A trading company reselling another plant’s machines cannot deliver that sequence in real time.
**Write the inspection scope before you book the inspector.** SGS, TUV Rheinland and Bureau Veritas all run pre-shipment inspections in Shandong and the other manufacturing provinces for a small fraction of the machine’s value, but an inspector checks what the checklist tells him to check. Put the load and function test, serial-number verification, certificate matching and attachment checks into the inspection scope explicitly. Then structure payment so the balance releases against the inspection report, whether you pay 30/70 by transfer or use a letter of credit.
**Get parts terms in the contract, not the chat log.** The gap between a good and a bad direct-import experience usually shows up at the first breakdown, not at delivery. “Spare parts available” and “24/7 service” mean nothing on their own. Agree numbers in writing: how many hours to confirm a parts request, how many business days to dispatch in-stock items, which courier carries them, who pays freight during the warranty period, and which critical spares travel with the machine in the container. Replace every vague assurance with a response time that has a number in it.
